The Black version of Tallinn: AP salvos from its twelve 180 mm guns are 39% stronger than average, dealing up to 19,536 damage on citadel hits. Instead of the original's Precise Aiming System and Rapid Reload it gets 2 charges each of Fuel Smoke I and Torpedo Reload I, and torpedo range grows from 6.0 km to 7.8 km. However, its 9.72 km detectability exceeds torpedo range, ruling out stealth torpedoing, and 21.73 s acceleration and 5.5°/s turning make torpedo runs risky. Dispersion at 10 km is about 281 m, 26% wider than average. Four Damage Control Party charges help, but the wiki calls it neither a good torpedo boat nor a good gunboat.
