A British heavy cruiser combining HE with a massive torpedo load; its torpedo salvo damage is about three times the average (194% higher), giving it some of the best close-range lethality among tier VIII cruisers. Torpedo range of 8.4 km is 0.12 km beyond its 8.28 km detectability, so it can torpedo unspotted, and its British straight-line torpedoes are easy to land all at once at close range. Its guns also have sigma 2 and HE salvos 26% above average, so it sets fires well. Two charges each of Smoke Generator II and Sonar II cover both survival and destroyer control. However, range is a short 10.68 km, armor is thin, and AA is 40% below average.

Project C was one of the three designs of cruisers that naval architect George Thurston proposed in his essay "The Influence of the Washington Conference on Naval Design." The proposed design was to adhere to the 10,000-ton limit stated in the Washington Naval Treaty, have nine 8-inch guns all placed forward of the superstructure in three triple-gun turrets, and maintain a top speed of 34 knots. The design was not accepted for development, and a more conservative approach was taken that would eventually lead to the Royal Navy's County-class cruisers.
