The Soviet tech-tree tier X heavy cruiser, whose defining feature is that every turret rotates 360°. It can bring all guns to bear without showing its broadside, and with thick armor and low freeboard, its ability to hold the line bow-on is among the best of any cruiser. AP penetration of 404.6 mm is 46% above average, making effective hits on battleships easy too. On the other hand, the 12.5 s reload puts DPM 18% below average, and 26.38 s acceleration and a 12.9 s rudder shift are sluggish, making torpedoes hard to dodge. 10.8 km detectability is also long, so it is often spotted first.
