Harbin
Tier VIII · Cruiser · Pan-Asia
Rating B- (Below average within its tier and class · overall score 43) · Torpedo cruiser
A Pan-Asian light cruiser with ten 130 mm dual-purpose guns and deep-water torpedoes. With a 5.8 s reload and about 196 m dispersion at 10 km (12% tighter than average), plus good ballistics according to the wiki, its effective firepower feels higher than the numbers suggest. Torpedo DPM is 24% above average, and their 8.4 km range is just 0.12 km beyond its detectability, so it can barely torpedo unspotted, while 2 charges of Torpedo Reload II allow back-to-back salvos. Being deep-water torpedoes, though, they cannot hit destroyers. At 24,479 HP it is very fragile and must survive by dodging with 3 charges of Fuel Smoke I, 7.9°/s turning, and a small hull.
