According to Swedish naval development plans, the main tactical unit was to be a squadron of several destroyers led by a flagship. While Tre Kronor-class cruisers served as squadron leaders, the construction of a specialized destroyer leader was considered in the mid-to-late 1940s. In 1947, three draft designs were submitted for consideration, with standard displacements of 2,400, 3,000, and 4,660 tons. The 3,000-ton leader design called for three twin 120 mm gun mounts and two torpedo launchers.
